Typhoon Bailu’s Land Warning Range is Expanding   The Ministry of the Interior Calls to Be Ready for Typhoon Prevention
Typhoon Bailu continues to move toward the east and south of Taiwan. The Central Weather Bureau has issued a typhoon land warning for the Taitung, Pingtung and Hengchun Peninsulas at 15:30 pm today (23rd). In response to the continuous expansion of the typhoon storm, Hualien, Kaohsiung, Tainan, Chiayi, Yunlin, Changhua, Nantou and Wuhu were included in the land warning area at 8:30 p.m. Remind the public to be strictly alert to the strong winds and heavy rains. Since Typhoon Bailu is coming, The Central Emergency Operation Center held the third information evaluation meeting at 8:00 p.m., and the commander of the Ministry of the Interior, Minister Hsu, Kuo-Yong, held the third working meeting at 9:00 p.m., and a press conference will be held after the meeting.
The typhoon center is located in about 500 kilometers above the southeast of Taitung right now, moving toward northwest at a speed of 29 kilometers per hour. Its storm circle is approaching the ocean of southeast Taiwan, posing a threat to areas which are in the south of Changhua, Nantou, Hualien, Taitung, Hengchun Peninsula and Penhu. Hualien, Taitung (including Lanyu, Green Island), Hengchun Peninsula, Pingtung, Kaohsiung, Tainan, Chiayi, Yunlin, Changhua, Nantou and Penhu areas should be strictly alert to strong winds and heavy rains. The sailing and working vessels on the sea surface of the eastern Taiwan, the Bashi Channel, the Taiwan Strait and the Dongsha Island should be strictly alert.
Influenced by the typhoon and its peripheral circulation, strong gusts will occur in the north, the east  (including Lanyu, Green Island), the south of Taiwan and the coastal areas of Penhu, Jinmen and Mazu; long waves will occur in the northern and eastern  Taiwan (including Lanyu and Green Island) and the coastal areas of Hengchun Peninsula. People should avoid going to the beach.
The commander, Minister Hsu, Kuo-Yong of the Central Emergency Operation Center reminded each functional group and local governments to be alert to implement the typhoon prevention preparation, and mentioned several main tasks:
  1. For the instructions in the previous work report, such as strengthening the supervision of the local water pump station operation; assisting the fishermen to go to land ashore for placement; calling the public to avoid engaging in seaside and mountain activities; and perfecting the evacuation and refuge; strengthen the support measures for sea, land and air transportation and early warning road closures, and start the risk mechanism of vegetable and fruit price fluctuations. All functional groups and relevant ministries and commissions shall urge local governments for implementation.
  2. The weather analyzed that the storm circle will enter Taiwan offshore areas at 5:00 tomorrow(24th). At 8:00, the storm circle will enter the land. At 2:00 p.m., the center may land on the Hengchun Peninsula. Typhoon Bailu will influence Taiwan the most on the 24th. Wind and rain will be stronger in eastern Taiwan and the Hengchun Peninsula. In particular, the total rainfall in the Taitung Mountains has been revised up to 700 mm, which shall be paid special attention. For the central and southern regions, the wind and rain will be stronger significantly after the typhoon center reaches the southwestern Taiwan. Please remind the counties and cities in the central and southern Taiwan to review the related prevention work tomorrow morning, especially the damage areas in the central(Nantou) and southern Taiwan due to the extremely heavy rain, where the mountain soil water content is saturated, and special attention should be paid to avoid secondary disasters.
  3. Due to the holidays, the Ministry of the Interior, Ministry of Education and Coast Guard Administration are requested to continuously intensify persuading the public and students of avoiding engaging inwave watching by the rivers, at the beach and water activities, especially the counties and cities out of the land warning areas. Although there is not much wind and rain, the Central Weather Bureau continues to issue long wave special alerts. Please remind the county and city governments to be aware. Police power shall be perform to persuade the public of leaving if necessary.
  4. The Ministry of Transportation Communication is resquested to pay special attention to the interchanges of the expressway. If there is flooding, the local government shall be kept in close contact and publicize the people in advance to maintain the safety of passerby.
