Tropical Storm Atsani is approaching the sea area of Southern Taiwan Central Emergency Operation Center urges all citizens not to engage in activities near the sea

The Central Weather Bureau issued the sear warning for Tropical Storm Atsani at 8:30 a.m. this morning (November 5) and the Central Emergency Operation Center was established simultaneously. According to the up-to-date weather forecast, the center of Tropical Storm Atsani is currently in the east-southeast of Erluanbi and is moving westwards. Affected by the tropical storm and its outer circulation, all vessels sailing through and operating over the Bashi Channel shall be highly alerted thereto. It is also forecasted that gale force wind at Beaufort Scale 8 to 9 is likely to occur in Eastern Taiwan, Southeastern Taiwan (including Lanyu and Ludao), Hengchun Peninsula and vacant areas along the coast north of Central Taiwan, Penghu, Kinmen and Matsu; and long waves in the north coast of Keelung, Eastern Taiwan (including Lanyu and Ludao) and Hengchun Peninsula. To ensure the safety of all citizen, it is prohibited to do the fishing or watch the waves along the coast during the tropical storm period.
Chen Wen-Lung, Deputy Commander of the Central Emergency Operation Center and Director-General of the National Fire Agency (Ministry of the Interior), summoned the first work report and information assessment meeting at 10 a.m. this morning. Governments at all levels have also been reminded that, affected by the outer circulation of tropical storm, the Central Weather Bureau already issued a special report on long waves; and that it is a must to enhance the following preparedness measures:
  1. The Central Weather Bureau is requested to continuously monitor the dynamics of the tropic storm and severe weather conditions. Relevant work reports and assessed information must be passed to local governments. Besides, Central Weather Bureau and governments at all levels shall pass warnings, special report news and information about the weather conditions to all citizens through multiple channels; and shall urge citizens to pay attention to their safety when engaging in activities in mountains or near the river, and avoid going to the sea or engaging in activities near the sea.
  2. To prevent the gale force wind and long waves from damaging the vessels sailing at or berthing in the sea (particularly for the navigation management of yachts operating in outlying islands), Ministry of Transportation and Communications (MOTC) and Council of Agriculture (COA) are instructed to warn and notify vessels operating at the sea of the tropical storm; and to implement mooring safety operations in vessel berthing areas of port. COA is also instructed to inform coastal aquaculture fishery households to conduct relevant prevention and protection measures. Fishery Radio Station is instructed to warn vessels operating at the sea to pay attention to the crew’s safety and return to the port as early as possible.
  3. MOTC is requested to, with respect to coastal scenic areas under its jurisdictions, conduct deterrent measures and propagation according to the tides, long waves and other weather conditions. Coast Guard Administration, Ocean Affairs Council is instructed to assist in the implementation of coastal controls.
  4. According to the media report, a vessel that transports diesel is suspended dur to current wind and wave conditions in areas of Lanyu. MOTC and Ministry of Economic Affairs (MOEA) are instructed to contact with local government to know about local citizens’ demand for daily supplies (ex. water/electricity supply and their storage of daily supplies); and to assist them in resuming the navigation schedule.
Ministry of the Interior emphasizes that, due to the big wind and waves at sea areas, gale force wind and long waves have already been observed. All citizens are urged to avoid fishing or observing the waves by the sea; and to pay attention to the up-to-date weather news.
