The meeting minutes for the flood meeting convened by the Central Emergency Operation Center with president’s guidance

1. At present, some low-lying areas in the central and southern regions still have flood and standing water. The President is very concerned about the flooding situation. It is necessary to ensure that the situation is under control and dispatch portable pump to support to optimize the efficiency, so to promptly recede the standing water and minimize the impact time and area.
2. Some reservoirs continue to conduct water discharge to make water storage adjustment and it is required to remind the people in downstream area by reinforcing the broadcast notification. With the frequently happened earthquakes in recent dates, it is required to pay close attention to the loosening condition of soil and rock, which will cause the turbidity of water. It is necessary to continue to conduct monitoring and strengthen related operations, to maintain the stability of the water supply.
3. Only a few households throughout Taiwan have not yet resume their electricity and water supply. It is required to finish the repair operation as soon as possible to lessen the inconvenience of the public’s livelihood.
4. In regard to the mudslide that caused suspension in both directions of route due to heavy rain on the high-speed rail section from Miaoli to Taichung, the single-route two-way traffic has been resumed today. Since it is the Father’s Day holiday, the Ministry of Transportation and Communications is requested to implement related measures for passenger commuting and resume all lines as soon as possible. In regard to the status of road traffic and interruption condition, as well as the information regarding route suspension (resumption) and delay of air and sea transportation, it is required to adopt diverse media channels to notify the public in advance.
5. Please continue to monitor the red and yellow warning status for earthflow and firmly implement the evacuation and resettlement operation with local governments to ensure the safety of the general public.
6. After the heavy rains, it is required to strengthen the environmental and sanitation clean for all roads and communities in all areas, to prevent pests and epidemic. The disaster subsidy should be applied in a timely manner.
7. The flooded area caused by torrential rains has been greatly reduced compared with the flooded area in the past. The Water Resources Agency should strengthen the propaganda of Forward-looking Infrastructure Development Program as it reduces the flooded area, so that the general public will have a better understanding regarding the effectiveness of water control.
VI. Instructions from the President:
1. In regard to the mudslide that caused suspension in both directions of route due to heavy rain on the high-speed rail section from Miaoli to Taichung, the Ministry of Transportation and Communications is requested to implement related measures for passenger commuting and shuttle arrangement. It is necessary to repair the route as soon as possible and pay close attention to safety. I would like to remind everyone that the slopes in the mountainous regions are still unstable after the heavy rains and earthquakes, thus the Ministry of Transportation and Communications is requested to continue to conduct the monitoring of safety for slopes along the Taiwan Railways, high-speed railways, and highways, etc., to take response measure in advance and conduct precautionary closure if necessary. Any information regarding road block, delay or suspension of railways and sea transportation, diverse channels must be adopted to inform the public in advance.
2. The torrential rains have caused serious damage to agricultural products in many counties and cities, with a loss of more than 180 million. For the assistance in subsidy for agricultural losses, the Council of Agriculture is requested to properly carry out in a prompt and simple manner, and it is also required to grasp the disaster situation and take active actions of related relief operations. Furthermore, it is necessary for the Council of Agriculture and the Ministry of Economic Affairs to make arrangement for the preparation of livelihood resources, to prevent fluctuations in the price of vegetables and fruits, properly distribute the supply and demand of agricultural products, and stabilize the prices of the public’s livelihood.
3. At present, some low-lying areas still have flood and standing water, the Ministry of Economic Affairs is requested to cooperate with the water conservancy units of local governments to fully support disaster relief and speed up the dispatch operation of machinery as well as the drainage operation. Moreover, many reservoirs continue to conduct water discharge to make water storage adjustment and it is required to remind the people in downstream area under the supervision of the Ministry of Economic Affairs. As the rains have caused turbidity of water, hence it is necessary to continue to conduct monitoring and strengthen related operations, to maintain the stability of the water supply.
4. In regard to the issued red and yellow warning areas for earthflow, the Ministry of the Interior is requested to cooperate with the county and city governments to the promptly implement disaster relief and evacuation, the local governments should implement the resettlement operations based on the guidelines of epidemic prevention measures for the arrangement of the shelter and resettlement.

I plan to request the Executive Yuan to collect resources, develop plans, and conduct implementation, with collaboration from all levels of central and local governments, to face the new challenge of global climate change.

I would like to thank all of the personnel who still work on their duties to carry out various disaster prevention operation, whether it is in the command center, or working in the rain for disaster relief and rush to finish the repair work for road sections, pumping and drainage, and water and electricity, please be sure to pay extra attention to your own safety.
