Typhoon Kompasu brings strong gusts and torrential rains
The Central Emergency Operation Center urges the public to avoid conducting activities in the seaside and mountainous area
 
           Based on the latest meteorological data, the center of Typhoon Kompasu is currently located in the southeastern sea of Eluanbi and it is drifting westwards. The storm radius of the typhoon is approaching Bashi Strait and it is posing a threat to the sea areas in the Bashi Strait and Dongsha Island; the typhoon is expected to slightly intensify and its storm radius is also expected to slightly increase; the ships operating in the sea areas of Bashi Strait and Dongsha Island are required to pay attention to safety. The winds and waves in the seas around Bashi Strait and Taiwan gradually increase today (10/11). Long waves are expected to occur in the northern coast of Keelung, eastern region (including Orchid Island and Green Island), southwestern region of Taiwan, and coastal areas of Hengchun Peninsula. Please avoid any activities near the sea. Strong gusts of level 9 to 12 are expected to occur in the coastal areas of northern Tainan, eastern region (including Orchid Island and Green Island), Hengchun Peninsula, Penghu, Kinmen, Matsu. The strong gusts are also expected to occur in the inland and coastal areas. During this period of high tide, rainwater cannot be discharged quickly and it is required to pay extra attention in the low-lying coastal areas.
 
           The commander of the Central Emergency Operation Center, Xiao Huan-Zhang, the Director-general of the National Fire Agency held the 3rd working meeting for Typhoon Kompasu at 15:00 today. The commander instructed all stationed units to pay extra caution and take proactive measures to implement the following preparation and preventive operations:
 
1. The instructions from the previous working meeting, including monitoring the typhoon’s up-to-date status and providing local government with the information, urging the public to pay attention to the weather warning and avoid conducting activities in the seaside and mountainous areas by using diverse channels, enforcing the operation of persuading people watching the waves and playing water to leave the area to ensure safety of the public, protecting the aquaculture fisheries, reinforcing the safety of ships operating at sea, and announcing information regarding suspension or cancellation of flights based on the weather condition.
 
2. Taking into consideration that intense traffic demand at the end of the National Day holiday and the safety of travellers in the windward side of the eastern region, please take proactive control measures and traffic evacuation in advance for the highway sections and rail facilities side slopes with potential disaster risk, and activate the traffic control warnings as soon as possible. At the same time, please remind the travellers to be prepared in advance, to reduce the impact on the traffic caused by disasters.
 
3. The risk of slope disasters is high due to the frequent earthquakes occurred in Huadong area in recent months. The local governments of Yilan, Hualien and Taitung are urged to pay extra attention to disasters such as collapses, rock falls, landslides, and road interruptions. The Council of Agriculture has issued yellow warnings for some streams with potential risk of disaster in Yilan and Hualien. Please also grasp the condition of implementing the precautionary evacuation by local governments.
 
4. The rescue mission is very difficult for the three cases of people trapping in Jianshi, Hsinchu today (10/11) due to sudden rise of stream. The accident happened in the mountain area of Wutai, Pingtung is still in the process of rescue as it is in remote area. Please continue to remind local governments to continuously monitor the disasters as well as the safety of disaster relief personnel, to achieve the important goal of "avoid casualties" during the establishment period of the emergency operation center as instructed by the commander.
 
           In view of the fact that a group of 16 people were trapped in the "Mysterious Sea Cave on the Beach" of Nanao Township due to high tide on the 10th, the rescue mission was completed; on the 11th, 1 of the three tourists in Jianshi Township, Hsinchu County was trapped in the Taigang Yexi Hot Spring due to sudden rise of stream, the rescue mission was completed; on the 11th, three people were trapped on the shore in Taigang Yexi Hot Spring, Jianshi Township, Hsinchu County, they are under the rescue mission; on the 9th, 2 people fell into the valley in Wutai Township, Pingtung County went when climbing the mountain Daguihu, 1 is OHCA and 1 in trauma according to the daily report; on the 11th, a group of 15 people near the Xibao pathway in Jianshi Township, Hsinchu County, were unable to return to the parking lot due to sudden rise of stream. Although the typhoon is not expected to make a landfall, the Central Emergency Operation Center would like to urge the public not to go to the beach to watch the waves or conducting activities in the seaside and mountainous area to ensure their safety and not wasting the disaster relief resources for rescue.
