The Central Weather Bureau started a large-scale operation for torrential rains.
 
          With the impact of the typhoon and its peripheral circulation, the winds and waves intensify significantly and long waves are expected to occur. The maximum wave height in the past 24 hours has been discovered to be 8.1 meters at the Lanyu. As of now, long waves of about 3 to 5 meters have been discovered in the coastal areas near Taiwan. In the future, long waves are expected to occur in the northern coast of Keelung, southwest region, east region (including Orchid Island and Green Island), and Hengchun Peninsula.           At 8:30 today (10/12), the Central Weather Bureau lifted the sea warning for Typhoon Kompasu. With the impact of the typhoon and its peripheral circulation, heavy rains are still expected in the eastern region (Yilan, Hualien and Taitung), and the winds are still expected to be strong in Kinmen, Matsu, and Penghu. The commander of the Central Emergency Operation Center, Xiao Huan-Zhang, the Director-general of the National Fire Agency held the 5th working meeting for Typhoon Kompasu at 8:30 today (10/12). The commander instructed all stationed units to pay extra caution and take proactive measures to implement the following preparation and preventive operations:
 
1. On the basis of the analysis by the Central Weather Bureau, we will be affected by the typhoon’s peripheral circulation, although the typhoon is away. Heavy rain and torrential rain in the mountainous areas of Yilan and Taichung City are expected today, and heavy rain or torrential rain may occur in the mountainous areas of Hualien and New Taipei City. Please pay extra attention to the latest weather information from the Central Weather Bureau. The instructions from the previous working meeting, including monitoring the typhoon’s up-to-date status and providing local government with the information, urging the public to pay attention to the weather warning and avoid conducting activities in the seaside and mountainous areas by using diverse channels, enforcing the operation of persuading people watching the waves and playing water to leave the area to ensure safety of the public, protecting the aquaculture fisheries, reinforcing the safety of ships operating at sea, and announcing information regarding suspension or cancellation of flights based on the weather condition.
 
2. Today is the first working day after the long weekend, however, heavy rains are still expected to occur. It is required to continue to urge the public to pay attention to the latest information regarding road block, suspension or cancellation of flights.
 
3. Some local governments still resettled some people in shelters. Please the local governments to assess the safety of the resettled people before returning to their home.
 
          Today is the first working day after the three-day National Day holiday, work and class are resumed except for Hualien, Kinmen, and Lianjiang. Road trees are collapsed and roads are slippery in some areas, so the public is urged to be careful when driving or travelling to work or school to ensure safety. In addition, the peripheral circulation of the typhoon will likely cause short duration heavy rain in the mountainous area of ​​Yilan County and ​​Taichung City (near the boundary of Yihua and Heping District) today (10/12); local heavy rains or torrential rains are expected in Yilan County, Hualien County and in the mountainous areas of New Taipei City; local heavy rains or torrential rains are expected in other areas or mountainous areas. The general public is requested to avoid conducting activities in the seaside and mountainous areas, to avoid landslides and sudden rise of stream.
