0806 Torrential Rain Disaster Response Measures and Report No. 2

I. The dynamic status of the typhoon (data source: Central Weather Bureau, Ministry of Transportation and Communications)
 
        Affected by the tropical depression and southwesterly airflow, there is a high probability for the occurrence of short-duration heavy rain. Local heavy rains or torrential rains in the mountainous regions of Chiayi County, Kaohsiung City and Pingtung County are expected to occur today (8/7); local heavy rains or torrential rains are also expected to occur in Taichung City, Changhua County, Nantou County, Yunlin County , Chiayi County, Tainan City, Kaohsiung City, Pingtung County, Penghu County, and Lianjiang County; local heavy rains are expected to occur in Taoyuan to Miaoli, Chiayi City, Taitung area and mountainous regions in Hualien, please pay close attention to lightning and strong winds; with the rains in the past few days, please be aware of mudslides and falling rock in the mountainous regions and low-lying areas need to be aware of flood. Torrential rains are expected to occur in Chiayi County, Kaohsiung City, and Pingtung County.

II. Responsive actions

The establishment of disaster response center by municipal and county (city) government:
Establishment of level-one disaster response center: Tainan Yunlin County, Lianjiang County.
Establishment of level-two disaster response center: Tainan City, Kaohsiung City, Pingtung County, Chiayi County.
Establishment of level-three disaster response center: Taoyuan City, Taichung City, Changhua County.
 
2. Evacuation and resettlement status

3. Warning areas
(1) Warning of earthflow: 283 red and 83 226 warnings.
(2) Level-one flood alert: Pingtung County.
 
4. The dispatched manpower and facilities
(1) The police department dispatched 4705 person times.
(2) 1,525 large-scale portable pumps were provided throughout Taiwan.
(3) 281 person times, 16 machines and 4 boats were dispatched by the National Army.
 
 
III. Statistics of disaster
1. Casualties (data source: National Fire Agency of the Ministry of the Interior): 1 person was injured.
2. Disaster status of lifeline (data source: Ministry of Economic Affairs):
Electricity: 96538 households were out of power, in which 81373 households were repaired and 15165 households are waiting to be repaired.
Tap water: 533 households were out of water, in which none of them have been repaired and 533 households are waiting to be repaired.
Landline phone and cell phone stations are in normal operation.
 
3. Transportation status (data source: Ministry of Transportation and Communications)
(1) Taiwan Railway: 2702 times in Jiji Line; road trees collapsed due to torrential rain.
(2) High-speed rail: The operation for the interval between Miaoli Station and Taichung Station is suspended, and the operation for the interval is changed to Nangang Station to Miaoli Station/Taichung Station to Zuoying Station.
(3) Provincial highway: 5 locations are closed.
(4) Highway: all lines are in normal operation.
(5) Postal service: in normal operation.
(6) Air transportation: 25 domestic flights were cancelled and 6 flights were delayed.
(7) Sea transportation: 39 sea voyages were cancelled.
