Disaster Prevention and Response Report No. 4 for Typhoon Chanthu

I. The up-to-date status of the typhoon (data source: Central Weather Bureau, Ministry of Transportation and Communications)
 
The center of severe typhoon Chanthu was located at 24.0 degrees north latitude and 122.4 degrees east longitude at 09:00 on September 12, 2021, which is about 80 kilometers in the eastern sea area of Hualien and is drifting north at a speed of 22 turing 18 kilometers per hour. Its central pressure is 940 hPa and the maximum sustained wind speed near the center is 45 meters per second (equivalent to 162 kilometers per hour), which is equivalent to level 14 wind. The instantaneous maximum wind speed is 55 meters per second (equivalent to 198 kilometers per hour), which is equivalent to a level 16 wind. It is forecasted that the typhoon’s center position will be at 28.2 degrees north latitude and 122.5 degrees east longitude at 08:00 on 9/13, which is in the sea area about 350 kilometers south southeast of Shanghai. The latest weather data indicates that the center position of No. 14 typhoon Chanthu is currently in the eastern sea area of Hualien and is drifting north. The storm radius of the typhoon has covered entire Taiwan and winds and rains continue to occur in the eastern and northeastern region of the country.
 
It is required to be vigilant of strong winds and torrential rains throughout Taiwan (including Orchid Island and Green Island) and the operating ships in the sea area around Taiwan and Bashi Strait should pay extra caution; with the impact of the typhoon and its peripheral circulation, the winds and waves are expected to intensify and long waves are expected to occur in the sea area around Taiwan today (9/12). Please avoid engaging in any activities in the coastal areas of eastern region (including Orchid Island and Green Island).

At 6:30 on the 12th, a yellow alert was issued for 240 streams with potential risk of earthflow, which are located in 84 villages and 15 townships of 3 counties/cities.
Two areas with potential risk of large-scale collapse are located in 1 village and 1 township of 1 county/city.

(1) The Coast Guard Administration dispatched 2,392 person times, 746 vehicles and 40 boats.
(2) 652 person times were dispatched by the National Army supports.
(3) The Water Resources Agency provided 98 pumps, in which 64 are on standby and 34 are in emergency operation.
(4) The police department dispatched 10,213 person times and the fire department dispatched 290 person times, 151 vehicles and 1 boat.

IV. Statistics of disaster
1. Casualties (data source: National Fire Agency of the Ministry of the Interior): None.
2. Disaster status of lifeline (data source: Ministry of Economic Affairs): 23,803 households were out of electricity, in which 16,693 households were repaired and 7,110 households were waiting to be repaired.
3. Disaster status of telecom stations (data source: Ministry of Economic Affairs): 8 were damaged, in which 8 were waiting to be repaired.
4. Transportation status (data source: Ministry of Transportation and Communications)
(1) Taiwan Railway: the operation status of train before 12:00 today (9/12) is as follows:
1. Western Main Line: all trains are in normal operation.
2. Eastern Main Line: all express trains are canceled; the shuttle trains will be in operation based on the wind and rain condition.
3. South Link Line: all express trains are canceled; the shuttle trains will be in operation based on the wind and rain condition.
4. Branch lines: all are in normal operation, except for Pingxi Line and the Shenao Line that are canceled.
(2) High-speed rail: all lines are in normal operation.
(3) Provincial highway: precautionary closure in 5 locations (at 93K+000~98K+700 mark, from Qinhe to Fuxing section on Provincial highway 20; at 114K+600~184K+500 mark, from Guanyuan to Taroko section on Provincial highway 8; at 104K to 167.8K mark, from Suao to Chongde of Suhua Highway on Provincial highway 9; at 2K to 69K mark, from Suao to Daqingshui of old Suhua Highway on Provincial highway 9).
(4) Highway: on the basis of the wind forecast by the Central Weather Bureau, the strong wind control will be activated on the section from Toucheng to Suao (at 30K-54K mark) on National Highway No. 5, from 12:00 to 18:00 today (9/12). The speed limit is reduced to 40kph and large vehicles are prohibited on the highway section.
(5) Postal service: in normal operation.
(6) Air transportation: 128 domestic flights were cancelled and 31international flights were cancelled.
(7) Sea transportation: 87 sea voyages in 11 routes were cancelled.
 
5. Status of flooding disaster (data source: Ministry of Economic Affairs): 2 flooding cases, in which all of them had receded (Lanyu Township of Taitung County and Changzhi Township of Pingtung County).
6. Disaster status (data source: National Fire Agency of the Ministry of the Interior): 130 reported disaster cases (related to road trees, advertising signboards, damage to buildings, infrastructure facilities, etc.), in which 111 cases have been handled and 19 cases are still in the handling process.
